Insure Oregon Nonprofits to bring risk-free partially self-insured healthcare to NAO members
Portland, ORE. – OCTOBER 2015 – The Nonprofit Association of Oregon announced at their annual member meeting on October 7th the launch of a pilot program to bring an innovative new health plan to small to midsize Oregon nonprofits. Insure Oregon Nonprofits (ION) will provide partially self-insured health insurance plans, with zero financial risk, to participating NAO members with between 5-50 employees on benefits. Partially self-insured coverage couples a high deductible health plan (HDHP) with a reserve fund for out-of-pocket costs. ION is run in partnership with our organization, furthering our social mission as a healthcare broker serving the nonprofit community.
“While large businesses often take advantage of the benefits of self-insurance, nonprofits have typically opted out of self-funding due to the high financial risks,” said Jim White, Executive Director of the Nonprofit Association of Oregon. “The ION healthcare plan acts as stop-loss insurance on a partial self-insured health plan, eliminating any risk so smaller nonprofits can secure better health coverage for their employees and avoid double-digit premium hikes.”
The goal of ION is to change the way healthcare is delivered to the nonprofit sector in Oregon, allowing smaller organizations to access the same valuable and cost-saving advantages as larger for-profit businesses. Our organization has agreed to manage the financial risks associated with partial self-insurance for the participating nonprofits that are switching from conventional fully-funded group health coverage to partially self-funded employer-sponsored healthcare. The elimination of risk combined with decreased out-of-pocket expenses and customizable healthcare plans will give the pilot participants stability in premium pricing while enabling them to provide significantly richer benefits to their employees.

The pilot program will run through spring 2016 with a select group of small Oregon nonprofits. In May 2016, ION will be evaluated for efficacy and a strategy will be employed for formal roll out to all NAO members in the summer of 2016. On October 29th we will host the first in a series of monthly informational sessions about ION at the NAO office, located at 5100 SW Macadam Ave in Portland. This first meeting will be limited to 20 interested organizations.
